Because of the absolute value signs, the denominator, |x-1|, is always positive. However, for values of x < 1, the numerator, x3-x2, is negative except at x=0 (where it's 0). So for values of x<1, we have a negative divided by a positive, which is always negative. Hence the graph is in the negative region below the x-axis.
