The filling should not consume the overall "build" of the macaroon by being over or under filled. Pipe the filling until it is close to the edge of the shell but leave some room for it to expand once you put together the macaroon. The filling should not run past the the outer rim of the shell. If you over fill, it will be hard to eat it without the filling squishing out, making for one very sloppy, messy treat.
Regardless of whether or not the filling seems "heavy" when you prepare it, how you place it (how full) makes all the difference in your finished product.
So, to answer your question, No, the macaroon should not be wet and gooey if you are careful when you place the filling inside. This is true when carefully placing any filling for a macaroon.
