If the new line is parallel, then the equation of the new line has the same slope. (B/c if slopes differ, then lines intercept, eventually. And, then they wouldn't be parallel...)
new slope = 5
Through: (1,0)
y=5x + 3
0 = 5(1) +b
0 = 5 + b
b = -5
new eq: y = 5x - 5
