how is Fe{3+} affected when you ADD HPO4{2+}?

Solution: Fe{3+}(aq) + SCN{-}(aq) —> Fe(SCN){2+}(aq)

I know that the color gets clear when you add HPO4{2+}, but I don’t know why.

The iron is able to combine with the phosphate ion and this forms a clear solution.  Hopefully a better chemist will come along (J.R. or Ishmar) and write out the chemical equations for you.
Fe+3 + NCS– FeNCS+2 (1)
yellow colorless blood red
 
Fe+3 + HPO4-2  → FeHPO41+
