y = 8x + b
4 = 8(2) + b
4 = 16 + b
b = -12
y = 8x - 12
This line will be parallel.
4 = (-1/8)(2) + b
4 = -1/4 + b
b = 17/4
y = (-1/8)x + 17/4
This line will be perpendicular.
