Based on the way you have it written, and following normal rules of precedence:

 

9 - (3/(1/3)) + 1 - 10 + 6 - (-98)

 

= 9 - 9 + 1 - 10 +6 + 98

 

= 96

 

Though it is not clear where parentheses should be, etc.....
