-5y = 8x − 25 leads to y = (-8/5)x + 5.

Then set down -3 = 0.625(5) + b to give the y-intercept

of the line sought as b = -6.125.

The line through (5, -3) and perpendicular to -8x − 5y = -25

is then assembled as y = 0.625x − 6.125 or 5x − 8y = 49.
