This is a good question. A little different.
First of all, remember that y=-2 is a horizontal line that passes through point (0,-2) on the y axis. So, what we are looking for is a vertical line. All vertical lines are written as x= a, ( where a is the value of the x coordinate that this line passes through). The problem states that this line passes thru (4,-3). So, the equation of this line is simple x=4.
