The driver is 60 feet from his destination and will stop every 5 feet before reaching his destination, so we can find how many stops he will make by dividing the total number of feet by the stop distance, or 60/5 which would give us 12. I would disregard the negative sign in this example because the question asks for a number of time someone does something, and I don't see that as being negative.
