Is -3x+8=y a function

Is it a function because its in the form of y=mx+b?

y = -3x+8 is a function (the graph passes the Vertical Line Test).  In general, y = mx+b is a function, since the graph is a non-vertical line.

If m = 0, then y = b, which is a horizontal line.
