A 5 digit number cannot repeat and is made using the digits 0 - 6. What is the probability the number is at least 30,000?

I believe this would be a permutation but I'm not sure how to do it.

Since the number must be at least 30,000, it cannot start with a 0, 1, or 2. That was what Andy meant when he listed the numbers as "4XXXX" and so on. Also, he wasn't saying "1/7%"; what he meant is that the percentage was (57 1/7)% or 57.142857% if you prefer the decimal form.
