we are told the proportion of voters that will vote for a certain party and the total number of voters.
If we want to find how many voters voted for the party we multiply the proportion (7/11) time the total (38529) and the answer is the number of voters that DID vote for the party.
However, the question is how many did not vote for the party. There are two ways to determine this from the info given. 1) if we know how many voters voted for and the total number of voters we could use subtraction to determine how many didn't vote for the party. 2) we could find the proportion of voters that didn't vote for the party, by subtracting 7/11 from 1 (1 = 11/11) and multiply this proportion of no votes times the total voters.
