Hi,
First, write the equation in slope intercept form.
9x -8y = 40
y = (9/8)x + 5
Slopes of perpendicular lines are NEGATIVE RECIPROCALS.
The line perpendicular to this will have a slope, m = -(8/9).
Use point slope form to determine the equation of the line:
(y2 -y1) = m(x2 - x1)
(y - 4) = -(8/9)(x + 8)
y =-(8/9)x - 64/9 + 4
y =-(8/9)x - 28/9
