        y = (9/8)x  + 5

Slopes of perpendicular lines are NEGATIVE RECIPROCALS.

The line perpendicular to this will have a slope, m = -(8/9).

(y₂ -y₁) = m(x₂ - x₁)

(y - 4) = -(8/9)(x + 8)

       y =-(8/9)x - 64/9 + 4
