It seems like there would be many correct answers to this question.

 

It seems the simplest way to do this is to use the 3-foot wide dimension and turn it into inches.  

 

3 feet = 36 inches, and when we divide 36 inches by 9, each strip will be 4 inches wide.

 

So each strip will be 4 inches wide and 12 feet long.

 

There are probably many other correct answers.
