3x + 5y = -2
 
Convert to slope-intercept form (y = mx + b) to find the slope:
 
5y = -3x - 2
y = (-3/5)x - 2/5
 
Slope is -3/5.  Slope of perpendicular line is the negative reciprocal, 5/3.  y-intercept is given as 2:
 
y = (5/3)x + 2
