One equation will be for the relationship between roses and tulip. The other will be about the money.
"The number of roses (R) sold was (=) 8 more than (addition) 4 times (multiplication) the number of tulips (T)".
R = 8 + 4T that is one of your equations.
"Tulips (T) were sold for $2 each and roses (R) were sold for $5 each. The club made $414.00"
Since tulips brought in $2 for each one sold, the amount of money the tulips contributed was 2T.
Since roses brought in $5 for each one sold, the amount of money the roses contributed was 5R
And all together they made $414.00 in flowers - so the money from the tulips + the money from the roses had to add up to $414. That is your second equation:
2T + 5R = 414.00
