With respect, would not the cylinder have a radius ohe size of the diagonal of the square, 7√2?

PLZ note that "rotated" does not specify an axis of rotation.

If the square is rotated around an axis that splits the square into two equal-sized rectangles, then the radius of the cylinder is 2 cm. This creates a different answer.

In my answer, I am assuming that the square is oriented so that one side lies along the y-axis and the square is revolved about the y-axis to generate a cylinder with height 7 and radius 7.
