y = 3
This is same as y = 0x + 3
 
This is in slope intercept form y = mx + b
where m = slope and b is y-intercept
Slope: m = 0
Intercept: b = 3 or the point (0, 3)

For a horizontal line of format y = c where c is some number:
 
Slope is (change in y)/(change in x) = 0/x = 0
because the y value never changes.
 
Reference the y-intercept:  Since the y-value never changes
the y-intercept will be equal to c ... or in this case 3 since y=3
