No, these are silencing mechanisms to keep the translation turned off when the protein function is not required. It is only turned on when protein is required for biological function.

1. Removal of microRNA mediated translation repression by altering the their binding and degrading microRNAs.

2. Alternation in acetylation and methylation profile of the chromatin thereby activating the synthesis of necessary translation machinery in terms of synthesizing translation initiation factors and destroying translation repressors.
