what is the value of the given expression if x=9 and y=-8

I had put that as my answer but I was told that there was no negative exponents in the answer.

For the problem as currently stated, the answer is correct.  Note there is no negative exponent in the answer, since
 
(3xy)-1 = 3-1x-1y-1 = 1 / (3xy)
 
Moving the quantities with negative exponents to the denominator makes the exponents positive.
