This is not really a math problem as the sequence is not an arithmetic or geometric sequence, however if you treat it as a riddle of sorts, the answer would be 13.
9 is subtracted from 3 to get the next number in the sequence (-6) and 9*2 is added to that number to get 12, then 8 is subtracted from 12 to get (4) and then 8*2 is added to get (20). Next logical step would be to subtract 7 to get the next number 20-7 = 13 and probably the number after that would be 7*2 + 13 = 27.
The answer I would say is 13.
