I would not call it a trick question and I think rounding $4.63 to the nearest cent produces $4.63.
This is because Rounding is a function with a domain and a range. When $4.63 is input, $4.63 is output. It is simple, but not a trick.
Consider monthly interest on an interest-bearing checking account. It is rounded to the nearest cent when posted to the monthly statement. If the interest was $4.63 that month (that is high these days), then it would be rounded to $4.63 before posting to the account.

"Rounding" by its very definition demands the existence of something that can be rounded.
Consider "completing the square" of a perfect square trinomial. Impossible, it is already a "square."
