When you speak about an action in the past you have to use imparfait(for the principal action) and passé composé.(when you stop your action to another one)

Mon copain Robert déménageait ( imparfait)( principale action) quand il a commencé ( passé composé) à pleuvoir

Je balayais ( principale action) quand Christine a téléphoné à mes camarades de chambre.

My French is a bit rusty, but I think the correct conjugations are:

 

Mon copain Robert déménage quand il commence à pleuvoir.
Je balaye quand Christine téléphone mes camarades de chambre.
