A scientific theory is an explanation for set of events happening majority of times in a given situation; certainly it can be changed based on the observations and consistency of events. A theory is either not completely validated by experimentation or experimental evidence is scarce and varied depending on the resources and manpower required to validate or discard the theory.
I hope this helps.
