To be parallel, the slope of the graph needs to be the same as provided ( -3/2).  The equation of the line you have is an example of a slope-intercept form where the y-intercept is 5.  All you do is plug in the (2, -2) point into the equation:
y2 - y1 = m (x2 - x1). So,
y - (-2) = ( -3/2) (x - 2)
y + 2 = ( -3/2) x + 3
