4/12 is an unreduced fraction = 4/(4•3) so it reduces to 1/3.
Whoever wrote this question certainly created an awkward question.

Read my answer again; both 4 and 12 are divisible by three, so I cancelled matching fours and was left with 1/3.
4/12 = 1/3. (THIS IS A PROPORTION, NOW)
Better wording would have been "Reduce 4/12 to lowest terms."
