The slope of the perpendicular bisector is   the negative reciprocal of this (that is -5)

 

The midpoint of line CD is  (5/2 ,  23/2)

 

The point-slope formula can be used to get the equation of the perpendicular bisector

 

  y - 23/2  =  -5( x - 5/2)    which works out to

 

  y = -5 x +24
