I think that you have omitted the variable x in the expression for y (first term...all we see is the exponent 2, with no base!)
If this really is a quadratic, then the turning point is the vertex; we have a formula for x coordinate of vertex:
xvertex =-b/(2a). NB: a = 1, b = c.
Apparently this equals 3, and when x=3, y = 7.
Does this give you two equations in two unknowns (c & d).. SOLVABLE! Go to it.
