Alexandria, I am going to assume the 1/2 goes in front of the function.
The 1/2 will horizontally stretch the function, as we are halving the y-value.
The -x will rotate it across the y-axis, because our x-value will have the opposite sign and move to the other side of the y-axis.
The -4 will move it right 4. That one is hard to explain.
The -3 will move it down 3 because it causes the y-value to be 3 less.
