The third bedroom is an 8 ½ ft by 13 ft rectangle. On each 13 foot wall there is a window that is 3 feet 8 inches wide. The door is on an 8 ½ ft wall and measures 3 feet wide. You will be putting up a decorative horizontal wall paper stripe around the room, halfway up the wall (not across the door or windows.)

If the room is 8 1/2 feet by 13 feet the perimeter of the room, whether you measure on the floor, ceiling or halfway up the wall is (8.5+13)(2) = 43 ft

 

But we have 3 cutouts, 2 windows and one door.

 

The windows are 3'8" each and the door is 3' wide.  This is a total of (3'8")(2) + 3' = 124" = 10'4"

 

43' - 10'4" = 32'8"

 

You will need 32'8" of the decorative stripe.
