Greg,
Are you saying that the x-intercept is −4 and the y-intercept is 3, and you want to find the equation of the line?
What you asked does not make sense, so could you please make this clearer?

Greg,
Okay, great. The intercepts give you two points on the line, (-4,0) and (0,3). Find the slope using the slope formula.
m = (0-3)/(-4-0) = -3/-4 = 3/4
Next, you already know the y-intercept is b = 3. You can now get the slope-intercept form y = mx + b as
y = (3/4)x + 3.
The standard form can be found by rearranging this correctly.
(3/4)x - y = -3
3x - 4y = -12
3x - 4y + 12 = 0.
Let me know if this works for you.
