This is a division problem with a remainder. If the school needs 24,510 pencils and pencils come in boxes of 25, then the school needs to buy:
# boxes = 24,510/25 = 980 R 10
So, school needs to buy 980 boxes plus an additional 10 pencils. But, you can't just buy 10 pencils. You can only buy boxes of 25. This means, to cover the additional 10 pencils, you need to buy another box. So, the school needs to purchase 981 boxes of pencils.
