I think the simplest way to answer this is by setting up a proportion to determine the amount for the 23% state income tax. $154.00/77% = x/23% after solving for x (state income tax withheld) add the $154.00 from the federal tax and you get a total of $200.00. That's only if I understood the question properly. The wording is a little awkward, trick question?
