A fairly strange problem. You COULD design a rectangular pizza of width 1", length 36"--that would have 74" of crust.
The least amount of crust would come from a 6" by 6" square pizza, having 24" of crust.
I assume that a rectangular pizza of width ½" and length 72" (36 sq in.) is not practical because that would be too skinny--although its crust would be 145" in length (perimeter).
