It seems like there is a typo in the problem.

When I correct it, it would be

^{2}-4x +2y^{2}-10y**-10**= 0Then, divide both sides by 2

^{2}-2x +y^{2}-5y -5 = 0(x-1)

^{2}-1 + (y-5/2)^{2}-25/4 -10 =0(x-1)

^{2}+ (y-5/2)^{2}= 69/4So, the center is located at (1,5/2) and the radius is sqrt(69)/2
