The difficulty here is that we don't know how thick the sheet is.
You see, one metric tonne of water has a volume of one cubic meter (1 tonne water ≡ 1 m³) and one metric tonne is 1000 kilograms (1 tonne = 1000 kg). Without that third dimension, there is no way to answer the question.
If you have the thickness of the sheet, try working with this: there are 1000000000 kiloliters in 1 kilometers cubed.
From there, use the kiloliters to gallons formula. kl * 264.17
Note that ice and water have the same volume so there is no change in the number.
