Usually, a person buys a ticket for one point of origin and one destination point, and you are stating that these are to be different points.

 

It seems to me that ORIGIN: 25 CHOICES   DESTINATION: 24 CHOICES.  The product of these numbers should be the answer, 600 different possible tickets.
