All they're trying to do on this question is give you a look at various formats for ratios. And I have to tell you, if this is difficult, you're going to have a ton of troubles down the road.
Let me make all the ratios have the same format. I'll choose fractions.

2/3
10/12
2/1
If the numerator is greater than the denominator, the ratio is greater than one. So the last ratio is not the smallest.
You can choose from the other three by finding their decimal value.
2/3 = 0.667
3/4 = 0.750
10/12 = 5/6 = 0.833
And you're done. But seriously: try not to get stuck on the way the problem is written. It only gets tougher after that.
