If you factor out 3 from numerator & denominator, and cancel those threes, your result is 1/(x+5)

Okay but what do i do about the second part? "Variable restrictions for the original expression: r≠" like what does that mean?

The expression reads...
3/(3r+15)=(3/3)x(1/(r+5))...factor out "3/3" from numerator and denominator
Note that "3/3=1", so we are not changing the value of the original expression, just its appearance. So...
3/(3r+15)=1/(r+5)............reduced expression
To calculate what the variable "r" cannot be (r≠?), set the denominator equal to zero and solve for "r"...
r+5=0.....set denominator equal to zero, solve for "r"
∴ r=-5...subtract 5, both sides
"r" cannot be equal to "-5" (r≠-5). We would then have zero as a value for the denominator, and division by zero is undefined.
