With any equation, isolate the variable (in this case B) on one side, and the constant on the other
remember, always add, subtract, divide, multiple the same to both sides !!
1) subtract 3B from each side
7B - 3B - 12 < 0 or 4B - 12 < 0
2) add 12 to each side
4B < 12
3) divide both sides by 4
B < 3
