First, let's see what the problem really is. on the right hand side of the equation, you wrote -5 divided by 9, followed by the expression (x-3). The order of operations would interpret this as (-5/9) TIMES (x-3), that is, the factor (x-3) is not in the denominator on the right hand side of the equation.
You probably meant y + 9 = (-5/9)(x-3).
Slope-intercept form y = mx + b can be obtained by distributing (-5/9) so that the right hand side becomes
(-5/9) x + 5/3. Then TRANSPOSE 9 from the left side to the right side, giving
y = (-5/9) x + 5/3 - 9. So the slope is -5/9, and the y-intercept value is -22/3 <---that's "b" after combining the constants 5/3 - 9.
