It's a little ambiguous and could be interpreted in different ways.

Look at it in the following way:

the 15% and the 25% are separate

15%+25%=40%

that leaves 60% which represents the 24 students who got A's

24 is 60% of what number ?

24=60%*n

24=0.6*n

240=6n

n=240/6

n=40 students
