Hi Tazidy, to have parallel lines, the slopes must be equal. To have perpendicular lines, the slopes must be the negative reciprocal of each other.
The slope of y = 2/3 * x + 1, is 2/3. The slope of y = -2, is zero or there is no slope.
The lines are not parallel or perpendicular, they are neither.
