No, quantifiers don't indicate how many cases exist but really indicate how "many" of them are true.
if this is true: ∀aP(a) then this indicates all cases of P(a) are true
if this is true: ∃aP(a) then this indicates at least one of P(a) is true
neither indicate exactly how many cases of P(a) exist.
