Point slope means y = mx + b, where m is the slope of the line and b is the y-intercept of the line (the value at which the line crosses the y-axis).
For your problem, we have a point the line goes through and we know our line is parallel to the line you are given (parallel tells us that the lines have the same slope). So here we go:
Using the equation of a line: y - y1 = m(x - x1), then (since you are given x1 = 4 and y1 = 2)
y - 2 = -3/4(x - 4)
y - 2 = -3/4(x) + 3
So the point slope form of your line is thus y = -3/4(x) + 5
