Hopefully I understood this correctly. If they each worked the entire 3 hours, here's my solution:

 

Rachel's rate of pay: r

Arjun's rate of pay: r + 4

 

3(r) + 3(r + 4) = 136

 

3r + 3r + 12 = 136

 

16r = 136 - 12

 

16r = 124

 

r = $7.75/hr
