Think of this like a question such as "Mike had 20 marbles and needed to divvy them equally
between himself and his 3 brothers. How many marbles did each brother get?"
Marbles per brother is Marbles/brother.... A division question. 20/4 = 5 marbles per brother.
The main cue is the word "per" which generally means division.
a) We want hours per dollar or hr/$
Basically this is just a division question... (5 hrs)/($24) = .21 hours per dollar
b) Same basic thing: pounds per dollar or lbs/$
15/8 = 1 7/8 pounds per dollar or 1.875 pounds per dollar
