10! ≡ -1 mod 11 means that 10! - (-1) is divisible by 11
10! - (-1) = 3,628,801 = (329,891)(11)
So, 10! ≡ -1 mod 11

Looks to me like you are trying to get someone to do all you homework -- Something is wrong with how this problem is stated
-1 mod 11 = (-1+11) mod11 = 10 not 10!
