With a variation of 1.25 ºF guaranteed, the water may actually be between (130 + 1.25) ºF and (130 - 1.25) ºF. Of course, "the coolest" is 128.75 ºF (from 130 - 1.25).
To do this subtraction, the number 130 is written as 130.00:
130.00
- 1.25
-----------
128.75

I'm sorry to bother but where did you get 1.25 from?

Two things: (1) "within 125 degrees" is a huge variation in temperature [I wouldn't trust that water heater]; you probably should have written 1.25 degrees, and (2) the distractors [possible answers] look like they expect you to use 1.25 degrees, but they expect some students to fail at doing the math [addition or subtraction] correctly.
So, do the math correctly. Realize that "the coolest" means a value 1.25 degrees
below the specified setting of 130 degrees. And, get an answer that is listed as one of the choices [that is, A]. This assumes that one answer is correct and that only one of the answers is correct.
