There are exclusions that make the expression ..
 
27a^3-1/ 9a^2-6a+1 
 
undefined ?? 
 
True or False? I don't get what this means.. please explain.

The reason this is the exclusion point is because we cannot divide by zero,
thus the equation is undefined where the denominator equals zero.  If one
graphs the equation there will be a "hole" at the point a=1/3

Not only that, but there will also be gaps at certain points in the graph due to vertical asymptotes.
